This report describes the "why, what, and how" of civic engagement from the perspective of local and regional government staff members. The study was supported by the Kettering Foundation and was done in cooperation with Common Sense California, now known as the Davenport Institute for Public Engagement and Civic Leadership at Pepperdine University. A major finding: successful civic engagement entails a transformation in the relationships between the public and government officials.
